HARTFORD, Conn. (AP) — A task force that reviewed the Hartford Fire Department in response to the death of a firefighter and disciplinary problems has made several recommendations in a report to Mayor Pedro Segarra.

The panel released its recommendations Friday, saying the department needs to add command staff, increase training and move its training facility away from the police training facility. Officials say it’s not safe for firefighters because police are shooting guns nearby.

Segarra called for the review late last year, partially in response to the death of 48-year-old firefighter Kevin Bell in a house blaze in October, after his tank ran out of air. Other reasons included several firefighter arrests and incidents involving alcohol.

The task force included four former city fire chiefs and current Police Chief James Rovella.
