Charges possible in California oil spill

(NBC News) California Governor Jerry Brown has declared a state of emergency along one of the country’s most scenic coastline’s after 105,000 gallons of oil leaked from a ruptured pipeline.

The oil slick stretches nine miles along the coast near Santa Barbara.

Investigators are now looking into the possibility of criminal charges.

Federal records show Plains All-American Pipeline, the Texas company responsible for the spill, has had 175 safety and maintenance infractions since 2006, more than three times the national average.
