(CNN) – This little boy, right under a year old, was the picture of happiness just last month. But this picture, taken this weekend, shows nothing but pain.

“You know I didn’t get the pictures until today and, it broke my heart. I want someone to pay for my grandson’s disfigurement.”

The young man, whose name will remain anonymous, was taken by DHS last week, and placed into a foster home, a home with a dog.

“The person they were put in care with had a dog. And the dog attacked him.”

“I have heard he had extensive face surgery, and many stitches. I’m mad, I’m mad.”

On Tuesday, Oklahoma DHS showed us their policy regarding foster home’s with pets. All animals are checked to see if they’re in good health must be up to date on vaccinations and can not present a threat to the health, safety, or welfare of children.

“ The system that is supposed to protect children totally failed.”

DHS tells KFOR, while they’re aware of the situation, this truly was an accident.

“Think he’s got something like 20-something stitches on the inside and outside of his mouth. My question is what kind of care-giver is that? Do you still trust them?”
