SPRINGFIELD, Mass. (WWLP) – Springfield Mayor Domenic Sarno is angry that a Palmer District Court Judge released an assault defendant on personal recognizance.

Mayor Sarno has criticized Judge Michael Mulcahy for allowing former Springfield Fire Captain Michael Richard to go free without posting any bail.

Richard is accused of assaulting Fire Commissioner Joseph Conant at the Commissioner’s home Wednesday night. The Mayor said the court’s decision sets a dangerous precedent. Springfield attorney Lawrence Pilon said the Mayor is within his rights.

“If he feels there’s a ruling that puts his employees, everyone in the city of Springfield in danger, then he needs to speak out,” said Springfield attorney, Lawrence Pilon.

Judge Mulcahy ordered Michael Richard to have no contact with the Commissioner and wear a GPS monitor until his next hearing November 4th.
