Former Springfield school dept building in limbo

Developer has not fulfilled contractual obligations

CHICOPEE, Mass. (WWLP)-The City of Springfield sold the former school department administration building at 195 State Street for a dollar in 2011. The developer has yet to fulfill the promise of converting the building to market rate apartments.
