GOP candidate Baker unveiling proposal to overhaul welfare

BOSTON (AP) – Republican candidate for governor Charlie Baker says he want to overhaul the state’s welfare system.

Baker said he’d invest in job training, offer tax credits to employers who hire welfare recipients, and give childcare vouchers to those trying to move off welfare by finding work. He’d create an all-electronic benefits system in his first term.

Baker will detail his plan during a stop in Lowell Tuesday.

He would require applicants to look for a job before receiving assistance, and cap the months of school or training that can be used to meet the work requirement.  He’d increase the age when recipients aren’t required to work to 66.

Baker said he’d ban the use of EBT cards for international wire transfers and cut off benefits to anyone who spends at least 90 days a year out of state.
