(WWLP) – Charter schools have been controversial since they were first allowed in Massachusetts in the 1990s. The public schools, which are governed independently of local school districts, have been hailed by some parents and business groups as being innovative and high-performing.

Opponents, however, charge that they take much-needed resources away from traditional public schools, and often perform better on standardized tests because they have fewer students with special needs.

The state currently limits the number of students that can attend charter schools, but there is a proposal to raise the number of students who live in urban districts that can attend these schools.
